It would be good in my opinion to instate a Constitutional amendment that would prohibit government from enacting forms of taxation that create unequal burden for taxpayers based on their attributes or legal choices of behavior. That would mean no "sin taxes", no progressive scale taxes and above all nothing like the current mockery of renaming a fine a "tax".

Upd.: Apparently we had something very similar in our Constitution for over a hundred years until it was overridden in 1913. Thanks, a7sharp9
